Place a bet, (say £1), on the '1st 12' section, and £1 on the '19 to 36' section. This leaves '0', and the numbers 13 to 18 uncovered. Spin the wheel. These are the possible outcomes - Ball lands on '1st 12' - you make a profit of £1. Ball lands on '19 to 36' - you break even. Ball lands on '0' or numbers 13 to 18. You lose £2. But this should happen an average of once every 5.3 spins. If you do lose, double the stakes. I'd go up to an £8 stake per section, and then quit, but this will be rare.
